A California couple at the center of a disturbing surrogacy investigation has been arrested on child abuse charges after authorities said they discovered a network involving at least 21 children.

Guojun Xuan, 66, and Silvia Zhang, 39, were arrested Tuesday at their home in Arcadia, California. Prosecutors have accused the couple of conspiracy to commit child abuse and other offenses. The couple pleaded not guilty in court and has denied the allegations.

21 Children Connected to the Case

Authorities said 15 children were removed from the couple’s Arcadia home in 2025, while another six children living elsewhere were later located. The children ranged in age from 2 months to 13 years, with most between 1 and 3 years old.

Police believe Zhang gave birth to one or two of the children, while most were born through surrogacy.

The couple operated a surrogacy agency from their home and allegedly recruited women from across the United States. Investigators said at least eight women have come forward claiming they were given misleading or incomplete information about the couple’s family situation and intentions.

Investigation Began After Infant Was Injured

The investigation began in May 2025 after a hospital reported that a 2-month-old infant had suffered a serious head injury.

Police subsequently searched the couple’s home and found numerous children living there. Investigators also reviewed surveillance footage from cameras installed throughout the property. Prosecutors allege the footage showed nannies physically abusing children.

One nanny, Chunmei Li, was accused of injuring the infant and remains at large, according to authorities.

Surveillance Cameras Raise Questions

Los Angeles County District Attorney Nathan Hochman described the residence as a “house of horrors” while announcing the charges.

Prosecutors allege the home had an extensive surveillance system and that children were kept in rooms described as “learning centers.” Authorities say the investigation uncovered evidence of repeated physical punishment by nannies.

Prosecutors are also investigating whether Xuan and Zhang were aware of or participated in the alleged abuse.

Xuan’s attorney, Mitchell Krems, has strongly disputed the allegations. He said his client is innocent and argued that Xuan acted to stop the nanny’s alleged wrongdoing.

Couple Pleads Not Guilty

The couple appeared in a Pasadena courtroom Tuesday and pleaded not guilty.

Prosecutors initially sought $100 million bail for each defendant, citing the seriousness of the allegations and concerns about flight risk. A judge ultimately set bail at $20 million each, along with home detention and restrictions on contact with the children.

The case remains under investigation, including questions surrounding the children’s parentage and the couple’s motivations for having such a large family.

Surrogacy Practices Also Under Investigation

The case has drawn attention to the broader surrogacy industry in the United States. There is no comprehensive federal law governing surrogacy, leaving states to establish their own rules.

California is considered relatively favorable to surrogacy arrangements and requires legal representation for both sides as well as a written, notarized agreement before an embryo transfer.

At least one surrogate has sought custody of a child she carried for the couple, while investigators continue examining whether other women were misled about the family’s circumstances.

What Happens Next

The criminal case is now moving forward while authorities continue investigating the allegations and the circumstances surrounding the 21 children.

The couple remains entitled to the presumption of innocence unless proven guilty in court.
