Video Contradicts Federal Account After ICE Vehicle Strikes California Man, Police Say

WOODLAND, California — October 25, 2026

A criminal investigation is underway in Northern California after an Immigration and Customs Enforcement (ICE) vehicle struck a 37-year-old man who was recording federal immigration activity, according to Woodland police.

Antonio Moreida was documenting ICE vehicles on a residential street in Woodland, near Sacramento, on the morning of October 20 when an unmarked SUV hit him, video reviewed by CNN appears to show.

The incident sparked a dispute between federal officials and local authorities over what happened. The Department of Homeland Security (DHS) initially claimed that Moreida had jumped onto the vehicle’s hood. Woodland police later said their review of video evidence contradicted that account.

What the video shows

Footage from Moreida’s GoPro camera, a bystander’s cellphone and a nearby home surveillance camera captured different angles of the incident.

According to CNN’s review of the recordings, an SUV driven by an ICE agent moved toward Moreida as he stood in the street. The footage appears to show the vehicle making contact with him, after which he fell to the ground.

Moreida told CNN that the impact struck his chest and temporarily left him struggling to breathe. He was taken to a hospital, where he received X-rays for injuries including swelling around his knees. He also reported bruises and cuts.

Moreida said he had been recording unmarked vehicles after receiving information about ICE activity in the neighborhood.

Federal and local accounts differ

In its initial statement, DHS said the man had jumped onto the hood of an ICE vehicle and slid off when the driver applied the brakes.

However, Woodland Police Chief Ryan Kinnan later said investigators had reviewed video evidence showing that the ICE vehicle struck Moreida and that he had not jumped onto the hood.

Police described portions of the federal agency’s account as inconsistent with the evidence they had obtained. ICE subsequently said its officers had attempted to avoid contact while maneuvering around Moreida and braking.

The ICE agent remained near the scene and contacted local dispatch, according to Woodland police. The agent also cooperated with the initial investigation, the department said.

Criminal investigation continues

Woodland police are conducting an independent criminal investigation into the collision, including the events leading up to it and the actions of those involved. The findings are expected to be submitted to the Yolo County District Attorney’s Office for review.

Local officials have called for a thorough investigation. Woodland Mayor Tom Stallard said video evidence raised serious concerns about the initial federal statement.

The incident has also prompted questions about interactions between immigration officers and people who monitor or record enforcement operations.

ICE announces additional training

In response to questions about officer training, ICE said it was extending its training program to 72 days for new academy classes beginning in July 2026. The agency also said graduates of the previous curriculum would receive additional instruction through its Advanced Field Officer Training Program.

The investigation into the Woodland collision remains ongoing. Authorities have not announced a final determination of criminal responsibility.
