Two Queens men were arrested after police said they emerged from a manhole near a Manhattan hotel where Israeli Prime Minister Benjamin Netanyahu regularly stays during the United Nations General Assembly.

The suspects were identified as Kevin Rodriguez, 26, and Samuel Reveron, 25. CNN reported that they were charged with criminal trespass and released Friday following an arraignment in Manhattan Criminal Court.

The incident occurred early Wednesday near Park Avenue and East 61st Street, during a period of heightened security in New York because of the UN General Assembly. Authorities initially investigated whether the underground activity could represent a security threat because of its proximity to a high-profile location. The NYPD and US Secret Service reviewed surveillance footage, license-plate-reader data and other information.

Investigators ultimately said the men’s activity appeared unrelated to Netanyahu or the United Nations. Police believe the incident was part of a broader pattern in which people enter New York’s sewer system searching for valuables and scrap metal that may have been washed into underground drainage systems.

According to investigators, people involved in similar incidents have said they were looking for items such as gold chains, rings and copper that could potentially be resold. Surveillance footage also showed multiple people leaving the sewer system around the time of the incident. Police were still searching for at least one additional person.

Detectives used both surveillance technology and traditional investigative work to identify the suspects. Investigators obtained a vehicle’s license plate from video, tracked its movements through the NYPD’s license-plate-reader system and eventually located one of the suspects near the registered vehicle.

The case initially raised concerns because of the unusual location and the intense security surrounding the UN meetings. But according to police, what began as a potential security investigation ultimately appeared to be connected to a recurring pattern of people entering New York’s underground infrastructure in search of valuables.
