A proposed AI data center in Taylor, Texas, is at the center of a growing legal and political dispute after state officials began investigating whether land originally conveyed for future park use can legally be used for a private data center.

Texas Attorney General Ken Paxton announced an investigation after reviewing a 1999 deed showing that the property was transferred by the Bland family to the Texas Parks and Recreation Foundation for $10, with the land described as being held in trust for future use as parkland by Williamson County.

The property subsequently changed hands several times. It was transferred to the City of Taylor and later to the Taylor Economic Development Corporation (TEDC). In April 2025, TEDC sold the property to NCP Travis TPP Project LLC, the company behind the proposed Blueprint Projects data center, for $10 million.

The planned facility would cover about 135,000 square feet and is expected to include three buildings, an electrical substation, backup generators and a closed-loop cooling system. The City of Taylor estimates the overall project could represent about $1 billion in investment and potentially generate as much as $30 million in additional city revenue over 10 years.

The legal dispute centers on whether the original 1999 language remained legally binding after the property passed through several owners. Paxton’s office said the investigation will examine whether the trust or land-use restriction was properly modified, released or terminated. If officials determine that a restriction remains legally enforceable, the attorney general said his office could seek court intervention.

Residents near the proposed site have separately challenged the project in court, arguing that the property was intended to become a park. A state district judge previously dismissed their lawsuit on standing grounds, and the residents appealed. The City of Taylor has said it will cooperate with the attorney general’s investigation and has declined to comment on the ongoing litigation.

The controversy highlights a broader debate in Texas over the rapid expansion of data centers needed for cloud computing and artificial intelligence. Taylor officials point to potential tax and economic benefits, while nearby residents have raised concerns about development, noise, environmental impacts and the character of their neighborhood.
