Republican attorneys general in several states are backing President Donald Trump’s proposed restrictions on mail-in voting, urging courts to allow the administration’s election rules to take effect ahead of the 2026 midterm elections.

But the push has created an unusual conflict inside Republican-led states. Local and state election officials — including Republicans — are warning that they may not have enough time or resources to implement the new requirements before ballots begin going out.
The Trump administration’s plan would require changes involving mail-ballot eligibility and USPS procedures, including systems designed to ensure ballots are sent only to voters appearing on approved lists. Republican attorneys general argue that the changes would strengthen election integrity.

Missouri and Texas have emerged as leading states in the legal effort supporting Trump’s position. Kansas, South Dakota, Florida, Nebraska and Indiana are also among states whose attorneys general or officials have supported the administration’s approach.
However, CNN reported that some counties could struggle to meet technical requirements, particularly requirements involving unique bar codes on ballot envelopes. Rural counties with limited election resources could face the biggest challenges.

The situation could also create an unexpected partisan impact. CNN found that some Democratic-leaning urban counties already have more sophisticated mail-ballot systems, while smaller Republican-leaning rural counties may have greater difficulty making the required changes quickly.
With the November 2026 midterm elections approaching, the legal battle over Trump’s mail-voting rules could have significant consequences for how absentee ballots are distributed and processed across the country.
