A collision involving a federal immigration enforcement vehicle in Northern California has prompted a criminal investigation after video footage contradicted the Department of Homeland Security’s initial account of what happened.

Antonio Moreida, 37, was struck by a Chevrolet Tahoe driven by an Immigration and Customs Enforcement agent on October 20 in Woodland, a city near Sacramento. Moreida said he had gone to the area after receiving information about ICE activity and was recording the agents’ vehicles.

The collision occurred near Clover Street and College Street at approximately 9:38 a.m., according to local police. Moreida suffered injuries including bruising and scrapes and was taken to a hospital for evaluation.

Police dispute the federal agency’s account

After the incident, the Department of Homeland Security initially said the ICE vehicle had not hit a pedestrian. A spokesperson claimed Moreida had jumped onto the vehicle’s hood and slid off after the driver applied the brakes.

However, footage from a nearby home surveillance camera, a bystander’s cellphone and Moreida’s own camera showed a different sequence of events, according to reporting by CNN and local news organizations.

Woodland Police Chief Ryan Kinnan subsequently said investigators had determined from video evidence that Moreida was struck by a vehicle driven by an ICE agent. Police also said the footage did not support the claim that Moreida jumped onto the hood and slid off.

ICE later issued a revised statement saying Moreida had stood in an active roadway and that agents attempted to avoid contact while braking and driving around him. The agency urged people not to stand in the path of approaching law enforcement vehicles.

Investigation continues

Woodland police said their officers were not involved in the federal operation. The driver remained near the scene, contacted local dispatch and cooperated with police during the initial investigation, according to the department.

Police are investigating the circumstances leading up to the collision and the actions of those involved. The department said the completed investigation would be submitted to the Yolo County District Attorney’s Office for review.

Moreida said he was documenting immigration enforcement activity on behalf of community observers when the collision occurred. He described being knocked to the ground and experiencing pain and injuries afterward.

The incident prompted concern from Woodland Mayor Tom Stallard and other local officials, who called for a thorough and impartial investigation. U.S. Representative Mike Thompson also urged federal authorities to preserve evidence and cooperate with local investigators.

The case has renewed debate about interactions between federal immigration officers and people who monitor enforcement operations. Video evidence has become central to the investigation, particularly because it conflicts with the initial federal description of the incident.

Current status: Woodland police are investigating. No finding of criminal liability has been announced in the reporting cited here, and the investigation has not yet established the final legal outcome.
