Vice President JD Vance announced Tuesday that the Trump administration is moving to remove about 760,000 people from Affordable Care Act (ACA) health insurance exchanges, saying the enrollments were unauthorized, ineligible or potentially fraudulent.
The administration said the action involves approximately 315,000 enrollments covering more than 760,000 individuals. Officials estimate that stopping associated subsidy payments will return about $2.2 billion to taxpayers.
Vance, who leads the White House Task Force to Eliminate Fraud, said the affected group includes people who allegedly did not know they had been enrolled in an ACA plan, as well as people who did not meet eligibility requirements. He described the group as including both “phantom” enrollees and real people who did not qualify for subsidies.
The Centers for Medicare & Medicaid Services (CMS) is also planning additional verification of roughly 419,000 to 450,000 people to determine whether they are legally eligible for coverage and meet the applicable income requirements. CMS Administrator Mehmet Oz said the agency believes some questionable enrollments were generated by insurance brokers without consumers’ authorization.
The administration is simultaneously imposing a six-month moratorium on new ACA broker registrations. CMS said it plans to bar hundreds of brokers it accuses of submitting applications with suspicious or incomplete information. Officials said 40 brokers were responsible for roughly 50,000 allegedly fraudulent enrollments that generated about $45 million in federal costs.
The government says the broader review is necessary to protect taxpayer-funded subsidies. However, the scale and nature of improper enrollment remain subjects of debate. AP reported that the Government Accountability Office has identified fraud risks in ACA subsidies, but the overall size of the problem remains uncertain.
The announcement comes as Americans face higher health-insurance costs following the expiration of enhanced ACA subsidies. AP reported that millions of people have already changed or dropped coverage as premiums increased, adding to the political and economic significance of the administration’s actions.
